Character: General James Roberts
A top-secret government research program led by General Roberts (Sheen) perfects a device to control the weather. Launched for testing, the machine goes out of control and results in the formation of a deadly hurricane. Seven years later, General Roberts revives the project, hoping to dominate the world through manipulation of the weather.
